  • Don’t Have an Email? You can get one for free!

    Setting up a free email account is quick and easy! We recommend one of these trusted providers:

    • Gmail (Google) - gmail.com

    No internet access at home?

    You can use a computer for free at any Multnomah County Library location. Library staff can also help if you need assistance creating an email account.

    Can’t easily access your email regularly?

    If setting up or checking an email account regularly isn't feasible for you, you may ask a trusted friend or family member if you can use their email address to apply.

    IMPORTANT: Each person is only eligible for one rebate for the lifetime of the program. If you use someone else's email address, make sure that person has not already applied for, or plans to apply for, a rebate themselves. One email address cannot be used for two separate rebate applications.

    IMPORTANT: PROTON MAIL DOES NOT WORK WITH THIS PROGRAM

    If you currently use a Proton Mail address (@proton.me or @protonmail.com), please note:

    • You will NOT be able to register on the rebate portal with a Proton email.

    • Program emails and rebate updates will NOT be delivered to Proton Mail accounts.

    Quick Tips:

    • Write down your email address and password somewhere safe.

    • Check your Spam or Junk folder if you don't see a confirmation email from us.

    • Use the same email address every time you log in to the portal.

  • You can check your status by clicking the menu in the upper right hand corner, next to the FAQ tab, and clicking “My Preapplications.” 

    If you have submitted documents and are looking for the status of your rebate, click the menu in the upper right hand corner and click “My Applications.”

  • If selected for a rebate should submit one of each of the following. Please remove or redact any social security numbers (SSN) when submitting documentation.

     

    Proof of Address:

    • Valid Drivers License

    • State issued ID

    • Computer generated bill (utility, credit card, doctor, hospital, etc.)

    • Printed bank statement.

    • Pre-printed pay stub (from a period within the last three (3) months).

    • First-class mail (from a government agency or court).

    • Current homeowners, renter’s or motor vehicle insurance policy.

    • Mortgage, lease, or rental contract (leases may be within the last year but must cover the time of the application).

    • Transcript or report card from an accredited school.

    • Motor vehicle registration.

    • Military service records (DD Form 214).

    • Letter of Stay or letter confirming client status from an established homeless shelter or homeless services agency.

    • Letter of stay or letter confirming client status from other social service organization.

    • Asylum documentation (such as form I-589)(page 1 ONLY)

  • Proof of Income: (Must submit ONE of the following documents)

    • SSI/SSDI Benefit Verification Letter

    • Oregon Health Plan/Medicaid, SNAP: EBT (Electronic Benefits Transfer), Temporary Assistance for Needy Families (TANF), Free & Reduced-Price Lunch, HUD Housing Choice Voucher, LIHEAP (Home Energy Assistance), Employment Related Daycare (ERDC), Women Infants and Children (WIC), TriMet reduced fare program for low-income rider, Individual Development Account (IDA) holders.

    • 1040 information for 2024 tax year (page 1 ONLY).

      *Individuals who are unable to provide any documents to verify their physical address may be eligible to provide alternative documents and should contact customer service at 503-563-0624 or PortlandEBikes@aptim.com for individual support.

  • Yes, you must provide proof that you have successful completed the e-bike safety training course. You can find the safety training course on the Commute Options page. 
  • To qualify, you must:

    • Live in the City of Portland

    • Be 18 years or older

    • Have a household income at or below 60% of Area Median Income (AMI)

    • Have a valid email address to send and receive communications

    • Successfully complete the required online e-bike safety training

    • Redeem the rebate at participating Portland e-bike retailers
